Prevented a dog from being taken away from its owner

The links that bind us. True Story.
Was returning to the place where I’m staying last night. Saw an Animal Care and Control truck outside the building. Asked them why they were there/here. They told me they were picking up a dog. I followed them in. Low-and-behold it was a dog I knew. The dog belongs to a lady who is slightly mentally ill.
What happened after me and that dog made eye contact was awesome. That dog jumped on me acted like we were best friends was licking me and acting very grateful.
So after seeing that animal act friendly to me, the Animal Care and Control officers declined to take the dog away from its owner, but the owner was begged by the ACC people to take her medicine.

There is a raccoon die-ing at the Middle Lake area in Golden Gate Park. It appears to either have been wounded by a car, another raccoon or is diseased.(mange)
It does not appear rabid.
